ULI Launches California–Nevada Exchange to Advance Climate Resilience
September 18, 2025
With support from the ULI Foundation, the ULI California–Nevada Technical Assistance Leadership Exchange is helping seven public agencies tackle urgent land use and climate resilience challenges. From urban heat mitigation in Sacramento to sustainable growth in Needles and campus district planning in Southern Nevada, the yearlong program connects local governments with ULI experts to develop actionable strategies for building more resilient communities.
“The development [at] Panther Island and at . . . the Stockyards represents a kind of tsunami,” said Fernando Costa, former Fort Worth assistant city manager, in a related ULI panel. “We need to be proactive, and that’s what the ULI panel has helped us to understand.”
Each participating agency will host a ULI Technical Assistance Panel (TAP), receiving expert guidance on issues ranging from housing and mobility to flood risk and heat resilience. The program also includes cross-sector knowledge exchange, ULI memberships, and participation in national convenings like the ULI Spring Meeting and Resilience Summit.
